this morning with letters of introduction to the Governor, who

signified his willingness to grant him an interview, and to the general manager of the Hongkong and Shanghai Bank. In the meantime his partner Mr. Macdonald had seen both Sir Henry May and lir. Stabb and told them that he had no idea where he could raise the

money for the loan, talking vaguely of Pearsons Limited and the Hongkong Bank. He was in any case prepared to insist eventually on foreign supervision of expenditure.

Such is the position up to date. Further developments I shall report by telegraph. Should the scheme of a domestic loan materialise, it is obvious that the financial adviser must be appointed by the Hongkong Covernment, as only they can supply an officer with the necessary qualifications, which must include knowledge of Cantonese colloquial and the written language, 80

that effective control could be exercised over a Chinese staff of

accountants. From the foregoing it is also equally apparent that pressure to carry the appointment through would have to come from Peking, and I venture to hope that if I apply for your assistance

in the matter you will accord your support.

As showing the extreme anxiety of the Government to obtain ready cash, I may mention the fact that the Provincial Treasurer, Yen Chia-chih, spent all day yesterday endeavouring to induce the Hongkong and Shanghai Bank to let him have $1,000,000

in order to tide over the New Year.
